A good beginning for local crime prevention cooperation is the preparation of a local or municipal safety plan.
The process involves the charting of the most important problems with crime and other insecurity, and the preparation of a plan for
  • how to deal with these problems,
  • who would be responsible for the measures, and
  • how the implementation and results of the measures can be monitored.

In the larger cities the safety plan or a part of such a plan can be a plan for the development of security in the urban environment, a plan which would emphasize measures for improving problematic built-up areas. The scope and details of the safety plans naturally varies depending on the size and needs of individual municipalities.

The Ministry of Justice grants financial support for local crime prevention projects on a yearly basis. Support has also been granted for preparing local safety plans and crime prevention strategies and for the development of local crime preventing cooperation.
