The Council consists of a chairperson and deputy chairperson, and 15 members and their substitutes, who are nominated for three-year terms. The Council incorporates representatives of the central ministries involved in crime prevention (Ministry of Justice, Ministry of the Interior, Ministry of Social Affairs and Health, Ministry of Labour, and Ministry of Education), municipalities, urban planning, criminological research, associations and the commercial and insurance sectors.
The Council has an executive committee, working groups for particular matters related to crime prevention, and a secretariat of four persons.
